TAL server is not displaying Chinese nor Russian characters

Using Windows OS

• TAL server does not diplay correctly Czech and Chinese characters..it replaces some characters with squares.

Using Linux OS

• TAL server does not diplay correctly Russian,Chinese, French characters…it replaces some characters with question marks.
